Technical Lead: Automation of Clinical Practice Guidelines (ACPG) 6/2000 - 12/2000
Project Description: An innovative use of technology to capture patient information and provide care guidelines to clinicians The project sought to demonstrate and validate positive effects automation of clinical practice guideline rules have on provider compliance, patient care and cost outcomes.
Primary Activities:
- Led team which researched and analyzed emerging ACPG technologies
- Facilitated clinical/functional requirements development
- Primary author of requirements documents and test plans
- Coordinated Functional Point Analysis/Level of Effort (FPA/LOE - more accurate than lines of code). Advised client that development cost estimates generated by vendor exceeded FPA estimates by 200%. Upon recommendation client chose alternate implementation vehicle.
Technical Environment:
- ACPG's to be integrated into CHCS II (next generation DoD computer based patient record)
- 3M Clinical workstation application on Windows NT 4.0 WS (GUI similar to MS Outlook)
- BEA Systems Tuxedo (Transaction Processing Monitor)
- Oracle 8i running on HP UX 11.0 (Clinical Data Repository)
Technical Lead: Algorithm Directed Troup Medical Care Sick Call System (ADTMC) 10/1999 – 5/2000
Project Description: Congressionally funded project sought to explore the efficacy of automating the sick call process at US Army Battalion Aid Stations. Proof of concept environment: Battalion Aid Stations, Schofield Barracks, HI. Prototype under consideration for 91W Medic Training Program, Fort Sam Houston, TX.
Primary Activities:
- Facilitated clinical/functional requirements development
- Directed Quality Assurance effort (including Black Box Testing)

- Verified efficacy of Training Plan (system administrators and clinical users)
- Primary author of requirements documents, test plans and test reports.
Technical Environment:
- Customized PKC Corporation Problem Knowledge Coupler (PKC)
- ADTMC PKC client (NT 4.0 WS)
- Proprietary PKC Database (NT Server 4.0).
Systems Analyst / QA Specialist: Theater Telemedicine Prototype Project (T2P2) 1/1998 - 7/2001
Project Description: Congressionally funded, experimental project enabling remote access to clinical specialties. Utilizing a web interface designed by clinicians, patient data (text/images/x-rays) are collected and sent, using store and forward technology over low bandwidth infrastructures. The specialist returns his/her findings to the remote (referring) clinician, allowing remote clinicians to provide appropriate care to patients isolated from specialized medical care.
Primary Activities:
- Due to positive contribution client increased size of task from $600k to $1.6M
- Awarded 1999 Government Computer News Government Agency Award for Excellence o Leveraged Engineering Working Group (EWG) to accomplish System Analysis and Design
- Worked with clinicians to establish clinical/functional requirements
- Contributed to development and implementation of Configuration Management (CM) Plans
- Developed and administered Evaluation and Test Plans (including Black Box Testing)
- Developed and implemented training strategies (clinical user and system administrator).
Technical environment:
- Web-based user interface(Client Side Cascading Style Sheets - VB, Active X, and Java)
- SQL Server 7.0 Enterprise Edition (clinical data store)
- Internet Information Server (IIS) 4.0
- Store and Forward capability (Microsoft Message Queuing (MSMQ))
- Image Acquisition (Medweb proprietary image capture software running on Linux 2.0)
- Legacy data access (CHCS - Military Health System, Clinical Data Store) via Yrrid’s Clic/LOF
